Even with 3 bar, 100+ ms, matches were smooth.”

That kind of firsthand comparison does not reflect well on the state of the PC port. A fighting game lives and dies on the responsiveness of its netcode and the stability of its performance. When a creator who wants to like your game is telling his audience the experience is actively making him enjoy it less, that is a meaningful signal about the severity of what players are dealing with.
